Illiteracy
Problem:
As many as five percent of adult Americans are "totally
illiterate," and perhaps as many as 10 percent may be impaired in
their ability to understand and assess written information.

Mathews, "Adult Illiteracy, Rewritten: Director Revises Widely
Quoted 1993 Study That Said 1 in 5 Couldn't Read; Analysis Called Overly
Pessimistic," Washington Post, July 17, 2001, A9:
-
"Even under
the estimate of 5 percent illiteracy, advocates point out, at least
10 million adults cannot read and thus cannot participate effectively
in the job market or the voting booth."
-
"'We still
have a significant problem, and we are doing almost nothing about
it,' said Andrew Harman, director of the National Institute for
Literacy, the federal agency most involved in the issue.
